Organic farming delivers public benefits to society in many areas, including biodiversity conservation, soil health, water quality, air quality and climate change mitigation. These benefits are currently supported by higher prices for organic products, paid for by a minority of citizens, and by the area-based support for organic conversion and maintenance, paid for by governments on behalf of society. However, the support payments are not differentiated according to the actual benefits delivered by individual farmers, so there is no incentive to go beyond the minimum requirements of organic regulations. In addition, the calculation of the payment levels takes no account of the external costs of agriculture. Against this background, the overall aim of the project is to develop a ready-to-implement overall concept to remunerate appropriately the environmental benefits of organic farming that is both coherent and recognises different levels of achievement.
