Directive 2003/99/EC on the monitoring of zoonoses and zoonotic agents covers the epidemiological investigation of food-borne outbreaks. Thorough investigation of food-borne outbreaks provides the opportunity to identify the pathogen, the food vehicle involved, and the factors in the food preparation and handling contributing to the outbreak. The Zoonoses Directive makes provisions for such investigations and for close co-operation between various authorities. The competent authority must provide the Commission with a summary report of the results of the investigations to the Commission, which is then sent to the European Food Safety Authority (EFSA). Minimum reporting requirements are laid down in Annex IV (E) to the Directive. In addition, detailed rules concerning the assessment of the reports, including the format and the minimum information they must include, may be laid down (Art. 9.1).The food-borne outbreak data collected under the Zoonoses Directive is targeted to be used by a wide range of stakeholders such as Community institutions and agencies, the Member States and their public health and food safety authorities, international organisations for agriculture and public health, food businesses and consumers? organisations. The objective is to provide scientific and technical assistance relating to the collection, reporting, examination, analyses and compilation of data on food-borne outbreaks. This includes, in particular, the identification of the needs for information on food-borne outbreaks in the European Community and the construction of a Community reporting system for results from investigations of food-borne outbreaks.
