Purpose of research: Applied research
'The monetary evaluation of alternatives in terms of water availability and water quality is ndertaken analogous to GLOWA Elbe II through evaluation functions, which are integrated as tools in the models of the impact analysis of the EET (WBalMO-Elbe, MONERIS-Elbe). The evaluation functions developed in GLOWA Elbe II for the German part of the river Elbe will be expanded in GLOWA Elbe III to missing aspects and then transferred to the Czech part of the Elbe region. In contrast to Phase II the water withdrawals from groundwater and distant water are considered in the scenario analysis in Phase III. For this purpose equivalent evaluation functions These are integrated in the model WBalMoin.
Regarding the evaluation of the changed flood risks the model system of the BMBF project VERIS-Elbe will be accessed, which is also assessing evaluation algorithms of flood events.
For the multi-criteria evaluation a criteria catalogue will be applied and developed furtheron , which considers not-monetary effects using specific criteria (for example for the minimum environmental flow). Their selection and weighting is done in dialogue with actors and concerned people analogous to phase II. The technical implementation of the multi-criteria analysis is done with the tool PRIMATES, which is based on the outranking methodology of PROMETHEE.'
