Comparative assessment of plant protection products (PPP) has been included into the new Regulation (EC) No 1107/2009 in June 2011. The comparative assessment is hereby basing on the substitution principle. Substitution is meant to reduce risks of PPP by gradually replacing products containing candidates for substitution by methods and products of lesser concern in order to benefit the protection of human or animal health and the environment, while minimizing the economic and practical disadvantages for agriculture. Chemical or non-chemical alternatives of plant protection products may serve as substitute. The non-chemical alternatives comprise in most cases control and prevention methods (such as crop rotation, mechanical weeding, biological control). Stepwise procedure of the comparative assessment in the EU is regulated by two guidance documents. However, procedure on economical assessment within the comparative assessment is lacking. So the aim of the project is to develop a conceptual framework for an economical assessment within the comparative assessment of PPPs, focusing on the economic evaluation of non-chemical plant protection methods. The developed framework will then be tested by calculating three exemplary candidates for substitution, one herbicide, one fungicide and one insecticide.
