The Services Directive (Proposal for a Directive of the European Parliament and the Council on services in the internal market, Council document 5161/05 dated 10.01.2005) is to provide a legal framework created by the barriers to the free movement of services between Member States and for the establishment of service providers to be eliminated. It can be stated that an unknown number of national standards from the draft Directive are likely to be affected. This principle represents a fundamental change in the legal system. The impact on administration and the obligations of Member States are widely and engage with the national administration. As part of the research assignment are following facts scientifically studied: It is necessary to examine the extent to which national standards in the immediate division of the BMVEL such as plant and animal protection, ecological monitoring, application of veterinary drugs, animal breeding services and in the field of cross-cutting issue of consumer protection - including be affected, and existing administrative procedures in the areas mentioned by the draft directive, the points at which national laws, regulations and legislation are changing and what impact does this have for practice in the consumer, animal - with the aspects of food safety, private international law, unfair competition law - plant protection and yield. It is important to examine, inter alia, contain texts prohibited requirements under Article 14, to consider the legal texts referred to in Article 15 of the draft directive would be and what impact can be expected in view of the consumers and the level of consumer protection in Germany.
