For the second time in its history, the EU Organic Regulation has been fundamentally revised and will enter into force in its new version on 1 January 2021. According to this EU regulation 2018/848 Annex II Part IV 2.2.2 b, conventional natural flavourings may be used for the processing of organic foods. Additionally, the use of organic flavours is addressed in the new legislation. However, the regulation does not foresee any delegated or implementing act which could further define, or supplement, the characteristic of flavourings which may be used in organics. The FiBL project 'Development of a concept for the evaluation of flavours for the use in organic food' aims to offer assistance to flavour producers in checking the legal conformity of conventional flavours for use in organic production. Furthermore, the project aims to check if processes and substances listed in Annex VIII of the EU Regulation 889/2008 are already sufficient for a successful production of organic flavours required in the EU Regulation 2018/848.

The requirements for the use of flavourings in organic food are newly regulated in the Organic Regulation (EU) 2018/848 and are stricter than before. The subject of the project was to create a practical guide for manufacturers of flavourings and organic food. The guide explains the new legal requirements for the use of conventional flavourings in organic food in a practical way. In addition, a checklist helps organic food manufacturers to check the requirements on the product specifications and accompanying documents. Furthermore, technological and substantial requirements for the production of organic flavourings were investigated in the project. The need to prepare dossiers for the application for supplementation/amendment of Annexes VIII or IX of Regulation (EC) No. 889/2008 was examined in consultation with flavouring manufacturers. Criteria and a procedure for a conformity check in accordance with the new requirements were drawn up for the preparation of an initial commercial product list of organic-compliant flavourings and extracts as a basis for listing products in FiBL's input list for organic processing. At events such as a flavouring specialist day, an expert workshop and an event at the BIOFACH eSPECIAL 2021, there has been continuous knowledge transfer of the project results and exchange with stakeholders of the flavouring and organic food sector.
